      Description

      The current fiber normalization used is derived from fiberProfiles, which are expensive and won't be taken for every run. However, we have observed significant variations in fiber throughput from run to run and those are crucial for sky-subtraction.

      The basic idea is to pull those normalization out of the profiles. Please implement a task that will generate this new product.

      1. Measure the relative throughput of the fibers using pfilamps quartz.
      2. Convert the quartz throughput to sky throughput( using a 1 to 1 conversion factor as a placeholder for now).
      3. Set the resulting sky throughput as the new fiber normalization factor.
