add new task to update fiber normalization from pfilamps quartz exposure

The current fiber normalization used is derived from fiberProfiles, which are expensive and won't be taken for every run. However, we have observed significant variations in fiber throughput from run to run. Please implement a new task that :

1. Measure the relative throughput of the fibers using pfilamps quartz.
2. Convert the quartz throughput to sky throughput( using a 1 to 1 conversion factor as a placeholder for now).
3. Set the resulting sky throughput as the new fiber normalization factor.
