Include the uniformity of line strength measurement as a part of QA

Please include the uniformity of line strength measurements of arc lines and sky lines on the focal plane (and as a function of visits?) in the QA process to monitor the fiber throughput variation. We need to deal with the fiber-to-fiber normalization properly (PIPE2D-1404).
