      Description

      The DRP stack will be updated to a python 3.11 installation, probably based on rubin-env 7. In order to stay in the same family, we should update ICS as well.

      FWIW I have been running MHS on top of rubin-env 7 at IDG for a few months. Works fine, with a few minor fixups.
