Update the ICS python environment to 3.11, and start with the current rubin-env=7.0.1, which is what we expect the upcoming DRP stack to also use. Basically, for sanity we would like ICS and DRP to use largely the same packages and versions. Currently, 3.11 and 3.12 are both stable, but 3.12 causes problems somewhere in Rubin-land so they have not switched. So that's what we get. I guess the obvious environment name will be rubin7-ics
Note that we will not use the actual same environment for ICS and DRP, but will just start with matching ones.
I'll update the additional ICS changes in this ticket, just as we did for the earlier two environments.
