Pull per-camera info out of FITS header generation on gen2Actor

As it stands, the entire code FITS header is generated in the gen2Actor and passed back. With INSTRM-466 none of it will be. For right now, stop passing in the visit and the exposure info, and generate that on the client side. This is partly for INSTRM-535
