Correct systematic offset in AG pointing error

From yuki.moritani: "There seems a systematics in measured pointing error by AG; ~0.15" offset in delta_ra (page 6 of attached pdf). Although we don't know the root cause, we think it is better to correct it in the next run."

This should be confirmed and corrected.

We want to handle this systematic in the conversion to alt/az
