Revert the systematic offset in AG pointing

yuki.moritani discovered that it was likely some of the analysis that led to the appearance of a systematic offset in INSTRM-2522.. We can keep the constant offset variable and set it to to zero (0) for now even though it is likely it won't be used (since it's an RA offset).
