Revert centSigma and findSigma to detect fiducial fibers more stably

To handle misidentification between the Cobras close to each other (INSTRM-2433), the threshold to centroid detection was increased. This modification affected on detection of FFs. Considering the occurrence of such mis-identification, detection of FF is much more fundamental. So revert centSigma and findSigma to the previous numbers.
