Update the programs running on the SMBs

      Description

      On b2,b3, r1,r2,r3,r4, and n1,n2,n3, update the versions of the running ics_xcu_smb programs. For the b and r boards, this will require installing pyyaml/python3-yaml. At this point, pip3 install pyyaml is probably the best bet.
