Add a option to control heater by setting temperature

      Description

      INSTRM-1152 (and INSTRM-1238) gave a function to control the heater power by setting the detector temperature. Although temperature board needs to be updated for some cameras (INSTRM-2154), it is helpful for GUI to have such button.
