Run shuffle for a representative example of tile positions in GA/GE/COS

The shuffle allocation code should be executed for a (ideally multiple) representative examples of the three sub surveys: 

1) galaxy evolution

2) galactic archeology

3) cosmology

This will probe different guide star densities.
