Interface to opDB to retrieve tile locations and PAs, store results in opDB

      Description

      Implement database interface to opDB to retrieve visits (RA/Dec/PA).

       

      Presumably we will want to be able to retrieve either individual locations or ranges (e.g. multiple visits of a GA targets and subregions of the cosmology survey.
