[RM-9348] [api] get available outputs from parameters

• Add method @is_available(short_name :str, params :Parameters)@ to OutputSpecification
• Add a column to result_specifications.csv that gives a function that point to a method of OutputSpecification. @is_available@ will use theses methods thanks to the mapping established by this new column

we could also add a method @get_available_outputs@ that return all available outputs in the short_name format (https://projets.lam.fr/projects/cpf/wiki/GeneralDataModel#General-case-for-attribute-naming-2)
