support engineering fiber for all light sources.

      Description

      We used to track engineering fiber in the dcb designId mechanism, it was a nice workaround at that time but it's basically wrong, and that doesn't work with other light sources.
      Eg : when we plug SuNSS, All fiber cable, ... we don't touch engineering fiber cable, it's still connected.
      where do we track this ? it has also to work with INSTRM-1214.
