Investigate bad (but not catastropic) acquisition

PIPE2D-1580 investigates catastrophic acquisition, in which almost no flux goes into the fiber. There are intermediate cases where the acquisition is not good but not catastrophic. In this example, the flux scatter (rms) from pfsMerged is about 20%, which is significant. This has to be understood.
