[PIPE2D-1641] Hand tune per-camera scattered light coefficients - PFS-JIRA

@price attempted to fit those coefficients directly from the IIS traces but wasn't able to find satisfactory results.

Hand-tune the scattering kernel for now, this might be understood better latter.
