fiberNorms should have screen response removed

When the fiber throughputs are unchanged, the fiberNorms should come out as flat, regardless of what rotator angle the quartz is observed at. Therefore the screen response needs to be applied before generating the fiberNorms rather than in mergeArms.

The screen response needs to be updated with arnaud.lefur's latest model. We must be able to simply change the screen response configuration.
