Add CR check to weekly build

As discussed today in the slack #drp-2d channel: add a check in the weekly such that if the cosmic ray counts for a reference set of visits exceeds that of the expected value significantly (ie by some percentage or sigma), raise a warning.

This check should be done separately for b and r exposures.
