calculate effective_exposure_time in each arm

Currently, the effective_exposure_time (EET) is calculated in a representative wavelength region in r-arm. As suggested by Masayuki Tanaka, please calculate EET for other arms. Each user specifies a predefined arm (or wavelength range) for QA and the progress should be calculated using the corresponding EET.
