Set proper fiberStatus in pfsDesign SFA generates

      Description

      Currently, SFA reads the cobra status information from XML file but bad status like BROKENCOBRA looks being passed to the final pfsDesign as 2 (BROKENFIBER), because the cobra information other than GOOD is truncated to 2. Please fix this and make the code propagate proper information to the final pfsDesign file.
