CLI tools for phase 2 is needed. They will do:
- Parse a proposal lists with TAC decision file (.xlsx file, I suppose). At least two files, one for proposals and the other for input catalogs would be generated. For programs with multiple upload_ids, a look-up table for proposal vs upload_id would also be useful.
- Transfer data from the uploader to local storage
- Insert target data into the database.
I'll implement them inside the targetdb package, but if you have any concerns please let me know.
