add columns for teff and logg to the fluxstd table in targetdb

Flux standard catalog v3.0 by Ishigaki-san contains new columns on stellar parameters (logg and teff). I'm going to add these columns in the fluxstd table of targetdb. Exact names of these columns will be discussed with her. The current names are "teff", "teff_low", "teff_high", "logg", "logg_low", and "logg_high".
