add columns for flux error in `target` and `fluxstd` of targetDB

Currently, there is no column for flux error in `target` and `fluxstd` table of targetDB. In the flux calibration procedure, the error information is necessary in the stellar typing with the SED fitting using the broad-band photometry. Please add columns for the error information. Error information in `target` would be also useful in future.
