Update note about dependencies of packages

There is a note about dependencies of required packages to install the repositories.

In fact, recently some of these packages have been updated and some restrictions should be invalid. (E.g., ets_fiberalloc was updated t o use numpy 2,0)

Could you please check the latest version of the packages should still have some restriction, and update the instruction?
