Adjust ETC based on the previous observations

We have completed a couple of PFS open-use runs. Please update ETC so that the results is consistent with the actual observed quality. The adjustable points are noise level and throughput based on the actual measurements. Ideally, effective exposure time will be the same as the nominal exposure time in the same condition.
