Add command to make input_catalog active/inactive for targetdb

During the preparation of the openuse observations, there are some requests from PIs to update their target list. In this case, the current implementation is to insert all targets as a new catalog and make the active flag false. This happens relatively frequently, so it would be nice to have a feature in the CLI tool.
