Add "partner" column (and table?) to target database

Following the HSC queue schema, partner institutions such as Subaru, Keck, Gemini, and UH can be indicated in the "partner" column in the proposal table. This may include the following tasks.

• Add "partner" column to "proposal" table
• (optional) Add "partner" table and define available values (subaru, gemini, keck, and uh, at this moment?) and make a relationship to the "proposal" table. This may not be necessary, if we don't care about the "partner" values.
• Update database accordingly.
• (optional) Populate "partner" table appropriately
• Set parner column as mandatory if don't allow null value.
• update "proposal_category" to "openuse"
• remove those not "openuse" in "proposal_category" table.
• update the documentation
