migrate defocus command from spsait to iic

      Description

      This is not a pure migration since Subaru dcb hardware (and software) is different from LAM.

      I though I could use ncaplar defocused_exposure_times function with att_value_0 forced at 0,

      but this function is expecting exp_time_0>=15 sec which does not work us as it stands.
