Add CCD/DAQ tests to the testsActor

There are some basic tests which we run on the JHU bench which should be make more generally available. Two which come to mind are for characterizing the gains of the two integrator offset inputs, and stepping through the idle/erase/wipe/integrate/read modes to check the voltages as read back from the FEE.

The routines need to be "actorized".
