PCM returns last response to command sent to unavailable RS485 device

      Description

      The motor controller is on a PCM RS-485 port. When the motor controller is powered down, commands sent to it by the xcuActor receive the last response received by the PCM. There is no indication that the connection is down/nothing is sent/nothing is received.
