dnsmasq files required for SM1

The SM1 hosts at LAM and JHU get their IP addresses from hosts-10.1/spectro1.hosts. At Subaru those need to be in 131.40.165.0-29, per PFS IP assignment

So we need to make Subaru versions of the spectroN.hosts files in hosts-subaru/
