Develop information exchange among FPS actor for Cobra control

Each Cobra data exchange will have several sets of ~2400 or ~2500 (with fixed fiducials) data points, which could be 10kB or 20kB of data per set and ~100kB in total.
This is relatively large amount of data compared to other status exchange, and is better to consider of its handling to exchange among actors. Also these data could be a key for performance verification and motor map regeneration of Cobra operation at offline, and easily accessible as dataset is a key for smooth operations.
