PFS-ify ics_hxActor

There was a ticket (INSTRM-96) to modify the CHARIS ics_hxActor for PFS, but that was incorrectly superseded by a ticket to only modify the Gen2 part of the actor.

This is for the rest of the work: splitting out the CHARIS-specific routines and commands into their own modules and adding new ones for PFS.
