Create end-to-end actor test harness

We need to test actor versions before delivery. All that needs is:

• the tron hub running
• the oneCmd.py shell command
• actor commands to call.

So we need to make a testing harness which launches the hub and calls some actor commands. This might really be a good place for containers. A unit test class to wrap commands and checks responses would also be helpful.
