Create WCS cards for MCS images.

      Description

      I believe we are required by Subaru to have WCS cards. We could, in operations, have pixel – sky transforms. We probably always want pixel – focal plane (mm)?

      Per INSTRM-484, this must go in HDU1, with the image.

      We don't have rotation yet, but will.
