Set FRAMEID cards correctly

One of the required Subaru FITS cards is FRAMEID, which is basically the filename without the ".fits". We need to make that this is correct for all filetypes – it is currently not correct for PFSC files.

The PFS visit should be recorded in, probably, W_VISIT.
