Make the OTF mode work again

At some point the On-The-Fly mode stopped being updated and currently doesn't work. We want to get it working, mainly so that we could go to any field and use that for focusing. Part of fixing that mode should be to only send the high quality stars to the focus routines.

I've gotten the mode working locally but there are some outstanding problems with the coordinate conversions from the gaia catalog that will be resolved as part of this ticket.
