Update of simtron versions of database schema and pfs_instdata

The simulation environment is not synched with the current database scheme (e.g. the new columns in fiducial_fiber_match).  IN addition, running source simenv (which is required) forces an out of date version of pfs_instdata which can result in out of date geometry files, and also out of date or missing information in the yaml files. e.g., the entries for self.actor.actorConfig['pfiTransform'] in McsCmd.py does not exist, and the actor crashes when trying to access it.
