Update global offset used for sky<->pfi transformation following run 23.

 In the run 23, with mcsActor updated to exclude outliers, shift in y axis which depends on EL was corrected. But still the result shows global offset (+5um of shift in tel-x axis, and -0.001 deg of rotation on average). Correct these error.
