Remove remaining source filtering from agActor code

There is still some residual filtering of the guide stars that was buried deep within calculation code. This code should be updated to use the filter flags to mark which stars should be filtered without actually doing the filtering. This code is contained within the calculate_acquisition_offsets function (formerly the PFS.FAinstpa method).
