Update ics_utils DB methods to include sql params

Currently the various fetch methods just accept a query parameter, but they should also accept an optional params keyword so that psycopg2 can do the variable interpolation.

This currently exists in ics_agActor so copying these methods to ics_utils should happen before INSTRM-2615.
