switch all ics_launch stageManager calls to `restart`.

Would be nice to be able to easily start/restart all actors on a given host (esp. ag-ics) without rebooting it. Make it so that all ics_launch scripts can be called anytime.

Before that, merge all the stray changes in the live version and tag it.
