Slightly increase time limit for agcc expose commands

The agActor allows 5s beyond the requested exposure time for the agcc expose command to finish. We had a moderate slowdown for a few minutes (not quite sure why), during which the commands needed a seconds more than that. I'll raise the slop to 15s.
