Make agActor and ag-ics functional as normal ICS systems

ics_agActor is configured to run on the standalone ag-ics. Convert both the host and the program to run like other MHS systems. Obvious changes are:

• mount the normal /software and /data and use them. [done]
• switch to pfs_instdata, yaml-based configuration. [partly done]

[ will need to also convert the vgw and mlp actors, which run on the same host. Should be easier after this is done. ]
