Add SuNSS strategy to get interleaved darks.

We would like to sometime interleave darks during SuNSS acquisitions, to probe persistence. The easy change to make within sunssActor control is to take them whenever the field changes and we have been on a field for "a while". I'll add a new strategy for this instead of adding logic to the existing guiding one.
