Reject ramp commands if ASIC entirely unconfigured

A handful of keywords are generated on ASIC configuration, notably the readTime key. There is never a need to read a ramp through a completely unconfigured ASIC, but there are reasons to interrogate one, so reject ramp commands until the device is configured.
