Adding XML file after reactivating cobra arms

      Description

      After PFI is shipped, we disable 14 cobra arms. However, most of them can be reactivated by calibrate its motor frequency. In October 2024, we reactivated 13 of them. Also, there is a small bug in `updateMotorFrequency`. This ticket is to address those factors.
