reject ramp commands until last ramp actually finishes

ramp commands are often ended with a finish command, which terminates a running ramp. The finish command can end before the ramp command due to file writing times, and during that gap a new ramp command can both be accepted and cause trouble. Protect against that.

But in any case, I think iic/sps cannot send new ramps until the previous ramp command finishes.
