When refactoring the data streaming and chunking code I added a logic bug which keeps data transfer timeouts from firing. Fix.
As an aside, this failure was triggered by some part of the astropy time calculations taking 32s, which is thoroughly fatal. Should look into whether all their IERS crap can be handled better now, in astropy 6.
